I think it's a "Remote" like one for a TV.

A potato means a couch potato. The Remote is his key tool and it has all the power ( to control the TV set). It is used at half or full hour - coz most TV shows start at that time so you would use it then.
If the remote's cells become weak, then you have to go to the TV to change toe volume etc. The TV is the partner which will respond to your touch when the remote is not working

I believe it is an employee's time card. The potato is a staple in the food group much like employee's are in a business. The reference to cells deceased: I believe this refers to a faulty time card that cannot be scanned, thus the phrase "respond to touch" which refers to the employee manually punching in the time on the time clock.

It's got to have something to do with potato batteries -- the potato clock everyone does in science class at some point in life -- but WHAT precisely it is in the potato that generates the energy I cannot recall, and the the "my partner" bit has me puzzled......

The Potato's eyes? They have "Eyes", people often watch for the half or full hour, if the cells were decreased or were lost, then certainly the Tater could only respond to touch, it would have no eyes.
