I thought about cards too in the beginning. Cards and deals ( business or negotiation) were two things that immediately came to me. The tense “is put on a table” should have some significance beyond the obvious and while referring to Cards it’s is not so.

If you refer to cards as in a deck of playing cards then putting on a table has no significance. If you refer to metamorphical cards as an analogy for strategic options , a la ” hold cards close to chest” or “lay your cards on the table” – the term “cut” seems misplaced there..

hence my conclusion to it being “deals”. Both terms – putting a deal on the table and cutting a deal are commonplace.
